Il s'agit notamment de la loi sur la parit\u00e9 et de la circulaire N\u00b0 0989\/5\/2018 du minist\u00e8re de l'Agriculture et de l'Equipement rural. Cette derni\u00e8re accordait des quotas aux femmes afin de r\u00e9duire les in\u00e9galit\u00e9s de genre dans les activit\u00e9s agricoles. Mais dans le cadre du suivi, aucun progr\u00e8s n'a \u00e9t\u00e9 r\u00e9alis\u00e9.<\/p>\n<p>Le 15 mai 2024, le nouveau ministre de l'agriculture, de la souverainet\u00e9 alimentaire et de l'\u00e9levage a r\u00e9\u00e9dit\u00e9 la circulaire N0989\/5\/2018 dans le but de suivre la mise en \u0153uvre de la circulaire 0989. En pr\u00e9vision de la campagne agricole 2024-2025, le Ministre, \u00e0 travers cette nouvelle \u00e0 travers cette nouvelle circulaire de rappel n\u00b000590, a instruit le suivi de la mise en \u0153uvre de la circulaire 2018. Il demande que les femmes soient affect\u00e9es au minimum :<\/p>\n<ul>\n<li>15% des nouveaux d\u00e9veloppements \u00e0 partir des eaux de surface<\/li>\n<li>20% des nouveaux d\u00e9veloppements \u00e0 partir des eaux souterraines<\/li>\n<li>20% de graines d'arachide<\/li>\n<li>20% de semences de riz<\/li>\n<li>Tracteurs 15%<\/li>\n<li>20% \u00e9quipement de culture tir\u00e9 par un tracteur<\/li>\n<li>Financement 40%<\/li>\n<\/ul>\n<p>Cette circulaire refl\u00e8te les espoirs des femmes qui composent l'ANFF et fait suite \u00e0 un fort plaidoyer pour sa mise en \u0153uvre dans le cadre de la campagne Stand for Her Land. Cette campagne vise \u00e0 r\u00e9duire l'\u00e9cart entre le cadre juridique et la r\u00e9alit\u00e9 du terrain en mati\u00e8re d'acc\u00e8s des femmes \u00e0 la terre. Ce plaidoyer a \u00e9t\u00e9 men\u00e9 lors de la c\u00e9l\u00e9bration de la journ\u00e9e internationale de la femme \u00e0 Bayakh le 8 mars 2024, o\u00f9 plus de 200 femmes du monde agricole ont revendiqu\u00e9 devant les autorit\u00e9s l'application de la circulaire de 2018 pour r\u00e9duire les in\u00e9galit\u00e9s de genre dans les activit\u00e9s agricoles. Le panel de haut niveau organis\u00e9 par la Banque mondiale et l'agence de d\u00e9veloppement allemande GIZ a \u00e9galement \u00e9t\u00e9 l'occasion pour l'ANFF de s'engager fortement pour l'application de la circulaire 2018.<\/p>\n<p>Au S\u00e9n\u00e9gal, la question des droits fonciers des femmes demeure une pr\u00e9occupation majeure pour le d\u00e9veloppement durable, dans un contexte de gestion durable des ressources naturelles et de r\u00e9duction de la pauvret\u00e9. L'action des diff\u00e9rents acteurs, dont l'ANFF, part du constat g\u00e9n\u00e9ral de la faiblesse notoire de l'acc\u00e8s et du contr\u00f4le des femmes sur la terre, en raison de la persistance des in\u00e9galit\u00e9s et d'un processus de socialisation qui favorise cette discrimination. L'impact n\u00e9gatif de tous ces facteurs sur la situation \u00e9conomique et sociale des femmes g\u00e9n\u00e8re et consolide la tendance \u00e0 la f\u00e9minisation de la pauvret\u00e9 dans ce pays.<\/p>\n<p>L'ANFF salue les r\u00e9centes d\u00e9cisions prises par les nouvelles autorit\u00e9s pour am\u00e9liorer la gestion fonci\u00e8re. L'ANFF salue l'initiative de suspendre les proc\u00e9dures fonci\u00e8res dans 18 zones \u00e0 risque du pays, et appelle le chef de l'Etat \u00e0 aller plus loin dans une r\u00e9forme fonci\u00e8re qui prenne en compte les besoins sp\u00e9cifiques des groupes vuln\u00e9rables, en particulier les femmes et les jeunes.<\/p>","protected":false},"excerpt":{"rendered":"<p>DAKAR -
