Une organisation \u00e0 but non lucratif ax\u00e9e sur les moyens de subsistance des petits exploitants agricoles. Une semaine d'apprentissage sur la gouvernance fonci\u00e8re du gouvernement. Une \u00e9mission de radio d'investigation sur la protection des droits de l'homme.<\/p>\n

En Ouganda, les initiatives de d\u00e9veloppement qui poursuivent un programme commun pour lutter contre l'in\u00e9galit\u00e9 des sexes et le d\u00e9veloppement durable ont trouv\u00e9 un th\u00e8me unificateur : les droits fonciers des femmes. La coalition ougandaise Stand for Her Land (S4HL), qui fait partie de l'association\u00a0S4HL<\/a>La campagne mondiale pour les droits fonciers des femmes rassemble des organisations de la soci\u00e9t\u00e9 civile, des acteurs gouvernementaux et d'autres acteurs cl\u00e9s dans un mouvement collectif visant \u00e0 concr\u00e9tiser les droits fondamentaux des femmes \u00e0 la terre, aux biens, au logement et aux ressources naturelles.<\/p>\n

La coalition S4HL Uganda a \u00e9t\u00e9 lanc\u00e9e en 2022. Aujourd'hui, l'organisation \u00e0 but non lucratif qui soutient les petits exploitants agricoles est en train d'\u00e9laborer une strat\u00e9gie sur les droits fonciers des femmes. La semaine annuelle d'apprentissage sur la gouvernance fonci\u00e8re du gouvernement inclut d\u00e9sormais des femmes de la base en tant qu'acteurs et leaders cl\u00e9s, et la plateforme de radio d'investigation a commenc\u00e9 \u00e0 mettre en lumi\u00e8re les difficult\u00e9s des d\u00e9fenseurs des droits fonciers des femmes.<\/p>\n

Gr\u00e2ce \u00e0 la structure de coalition de S4HL Ouganda, les membres \u00e9laborent des strat\u00e9gies et agissent ensemble pour renforcer la volont\u00e9 politique en faveur des droits fonciers des femmes au niveau local, national et mondial. La mise en relation d'organisations et de leaders locaux permet de cr\u00e9er un mouvement qui est exponentiellement plus puissant que des membres agissant seuls. Les membres tirent parti de leurs r\u00e9ussites respectives, renforcent leurs messages respectifs et plaident conjointement en faveur du changement. La coordination de ce puissant r\u00e9seau de 85 ONG et organisations communautaires est un travail de longue haleine.\u00a0Association communautaire ougandaise pour le bien-\u00eatre des femmes et des enfants<\/a>\u00a0(UCOBAC), une organisation bas\u00e9e \u00e0 Kampala qui a plus de 30 ans d'exp\u00e9rience dans l'organisation et la d\u00e9fense des communaut\u00e9s.<\/p>\n

Les organisations de base comme celles de la coalition S4HL Ouganda sont plus vitales que jamais. Les d\u00e9fis sp\u00e9cifiques \u00e0 la g\u00e9ographie n\u00e9cessitent des personnes qui connaissent le contexte. Les obstacles complexes et incessants, tels que les normes sociales solidement ancr\u00e9es et les pratiques et comportements patriarcaux persistants, requi\u00e8rent des solutions cr\u00e9atives, issues de la base. Il incombe \u00e0 la communaut\u00e9 mondiale du d\u00e9veloppement de soutenir de mani\u00e8re significative les organisations de base pour qu'elles puissent mener \u00e0 bien ce travail indispensable.<\/p>\n

Mobiliser les voix de la base pour relever les d\u00e9fis mondiaux<\/strong><\/p>\n

Dans le cas des droits fonciers des femmes, nous ne manquons pas de preuves. Nous savons que la garantie des droits fonciers des femmes peut avoir des effets d'entra\u00eenement pour\u00a0r\u00e9duire la pauvret\u00e9<\/a>,\u00a0l'ins\u00e9curit\u00e9 alimentaire<\/a>et\u00a0violence domestique<\/a>Il s'agit d'un \u00e9l\u00e9ment fondamental de la politique de l'Union europ\u00e9enne en mati\u00e8re de s\u00e9curit\u00e9 et de sant\u00e9 publique.\u00a0r\u00e9aliser l'\u00e9galit\u00e9 entre les hommes et les femmes<\/a>\u00a0et le d\u00e9veloppement durable. Nous avons la preuve que les efforts d\u00e9ploy\u00e9s pour prot\u00e9ger la biodiversit\u00e9 et lutter contre le changement climatique sont\u00a0plus de succ\u00e8s<\/a>\u00a0lorsque les femmes ont des droits fonciers forts. lorsque les femmes ont des droits fonciers forts.<\/p>\n

Ce qui nous manque, c'est une approche collective, avec des changements audacieux en mati\u00e8re de pouvoir et de ressources qui placent les femmes de la base au centre du d\u00e9veloppement transformateur. Par l'interm\u00e9diaire de S4HL,\u00a0Landesa<\/a>\u00a0et d'autres membres du comit\u00e9 directeur mondial offrent plus que des ressources financi\u00e8res li\u00e9es \u00e0 des projets.<\/p>\n

La cl\u00e9 du mod\u00e8le S4HL est la facilitation de chaque r\u00e9seau de coalition en plus de la facilitation globale. Les voix de la base - en particulier celles des femmes de la base - ont \u00e9t\u00e9 absentes des espaces de plaidoyer mondiaux depuis bien trop longtemps. Tout r\u00e9cemment, Landesa et ses partenaires ont facilit\u00e9 la participation de femmes de base de diff\u00e9rentes coalitions S4HL \u00e0 des conversations de haut niveau lors de la COP16 de la Convention des Nations Unies sur la lutte contre la d\u00e9sertification (UNCCD).<\/p>\n

Les organisations membres de S4HL b\u00e9n\u00e9ficient de la capacit\u00e9 technique de Landesa en mati\u00e8re de gouvernance fonci\u00e8re, mais aussi de la compr\u00e9hension des m\u00e9canismes qui animent le plaidoyer mondial. Le Comit\u00e9 de pilotage mondial de S4HL aide les organisations de base \u00e0 \u00e9tablir des relations avec des acteurs cl\u00e9s comme ONU Femmes afin de renforcer le mouvement pour les droits fonciers des femmes.<\/p>\n

Le S4HL offre \u00e9galement une plateforme mondiale qui amplifie les messages de plaidoyer de nos membres afin que nous puissions r\u00e9aliser des progr\u00e8s \u00e0 grande \u00e9chelle.<\/p>\n

Pour cr\u00e9er un mouvement, il faut investir dans des partenariats d\u00e8s le d\u00e9part<\/strong><\/p>\n

Le S4HL a connu un essor consid\u00e9rable au cours des derni\u00e8res ann\u00e9es. Il s'agit d'un mouvement plus vaste que n'importe quel projet ou pays. Pourtant, il reste encore beaucoup de progr\u00e8s \u00e0 faire avant que les droits fonciers des femmes ne deviennent une r\u00e9alit\u00e9 dans le monde entier. Il nous reste cinq ans pour atteindre les objectifs de d\u00e9veloppement durable, qui incluent l'\u00e9galit\u00e9 d'acc\u00e8s des femmes \u00e0 la propri\u00e9t\u00e9 et au contr\u00f4le des terres.<\/p>\n

Le m\u00eame \u00e9lan se manifeste dans tous les secteurs du d\u00e9veloppement mondial. Nous ne devons pas laisser cette dynamique s'essouffler dans les ann\u00e9es \u00e0 venir.<\/p>\n

En ce moment, en tant que communaut\u00e9 mondiale du d\u00e9veloppement, nous avons l'occasion de nous assurer que notre action a vraiment un impact positif et durable. Le meilleur moyen d'y parvenir est de soutenir les partenaires locaux - avec des fonds, des capacit\u00e9s et des plateformes - afin qu'en tant que soci\u00e9t\u00e9 mondiale, nous puissions r\u00e9ellement faire avancer les choses.<\/p>","protected":false},"excerpt":{"rendered":"
