Depuis l'adoption de la loi fonci\u00e8re en Ouganda il y a 15 ans, seuls 26% de femmes poss\u00e8dent des terres titr\u00e9es - sur les 20% de terres titr\u00e9es au niveau national.<\/div>\n

L'\u00e9cart grandissant entre les femmes et les hommes qui poss\u00e8dent des titres de propri\u00e9t\u00e9 en Ouganda est le r\u00e9sultat d'un \"foss\u00e9\" entre la loi et la pratique, qui concentre la terre et le pouvoir dans les mains d'un petit nombre, ont d\u00e9clar\u00e9 des militants lors du lancement de Stand for Her Land (S4HL).<\/p>\n

Le manque d'acc\u00e8s \u00e0 la terre et de contr\u00f4le sur celle-ci est \u00e0 l'origine d'une souffrance g\u00e9n\u00e9ralis\u00e9e pour les femmes rurales en Ouganda. M\u00eame pour les femmes qui d\u00e9tiennent un certificat de propri\u00e9t\u00e9 coutumi\u00e8re, le choc entre la culture et la modernit\u00e9 menace des millions de personnes de souffrir.<\/p>\n

Seuls 20% des terres en Ouganda sont titr\u00e9s. Bien que le pourcentage de femmes d\u00e9tenant des titres soit pass\u00e9 de 15% en 1999 \u00e0 26% en 2022, cela ne repr\u00e9sente qu'environ 0,05% de l'ensemble des terres titr\u00e9es.<\/p>\n

Elle a d\u00e9clar\u00e9 : La campagne \"Stand for Her Land\" peut \u00eatre une bonne occasion de faire pression pour que la loi d'amendement sur les successions, adopt\u00e9e en 2022, soit publi\u00e9e au journal officiel. Par l'interm\u00e9diaire de la Coalition nationale pour l'acc\u00e8s \u00e0 la terre, la campagne peut inscrire les droits fonciers des femmes dans le processus d'examen et de mise en \u0153uvre des politiques.\"<\/p>\n<\/div>\n<\/div>\n

En r\u00e9ponse \u00e0 une question pos\u00e9e par Norah Owaraga, mod\u00e9ratrice de la deuxi\u00e8me table ronde, Son Altesse Royale le Lopirigo, Drani Stephen Izakare (\u00e0 gauche), a confirm\u00e9 que les certificats de propri\u00e9t\u00e9 coutumi\u00e8re ne prot\u00e9geaient pas totalement les femmes.<\/p><\/div><\/figure>\n<\/div>\n<\/div>\n

La Coalition internationale pour l'acc\u00e8s \u00e0 la terre en Afrique\u00a0rapport\u00e9 en 2020<\/a>\u00a0que les droits fonciers des femmes peuvent \u00eatre source de justice \u00e9conomique : les femmes ayant des droits fonciers solides et ayant h\u00e9rit\u00e9 de terres gagnent jusqu'\u00e0 3,8 fois plus de revenus. Les droits fonciers des femmes contribuent \u00e9galement \u00e0 la lutte contre le changement climatique, car les interventions \u00e0 grande \u00e9chelle visant \u00e0 att\u00e9nuer les effets du changement climatique sont plus efficaces lorsque les droits fonciers des femmes sont pleinement reconnus.<\/p>\n

La garantie des droits fonciers des femmes pourrait peut-\u00eatre r\u00e9soudre plus de 50% de relations de pouvoir in\u00e9gales entre les sexes, d'injustice \u00e9conomique, de violence fond\u00e9e sur le sexe, au sein des communaut\u00e9s rurales, urbaines et indig\u00e8nes vivant dans la pauvret\u00e9.<\/p>\n<\/div>\n<\/div>\n

Une femme de la base partage cet avis. Elle a racont\u00e9 ce qu'elle a v\u00e9cu depuis la mort de son mari en se battant pour prot\u00e9ger la terre qu'il a laiss\u00e9e derri\u00e8re lui. Malgr\u00e9 les limites du CCO, elle a encourag\u00e9 toutes les femmes de la base \u00e0 l'obtenir pour commencer. \"Avoir un titre de propri\u00e9t\u00e9 donne aux femmes le pouvoir d'aller \u00e0 la banque et de demander un pr\u00eat. C'est une forme de pouvoir. Dans notre pays, il est impossible de demander une aide financi\u00e8re sans ce document\", a d\u00e9clar\u00e9 Nakibuuka Maxensia.<\/p>\n<\/div>\n<\/div>\n

La campagne est consciente du lien entre les droits fonciers des femmes, le changement climatique, la justice et les droits \u00e9conomiques des femmes et la s\u00e9curit\u00e9 alimentaire, a-t-elle d\u00e9clar\u00e9.<\/p>\n

Les militants ont chant\u00e9 \"Soutenez-la, soutenez-la, une femme qui poss\u00e8de des terres, c'est un meilleur avenir pour tous\", tandis que l'honorable Persis Princess, ministre du logement du minist\u00e8re des terres, du logement et du d\u00e9veloppement urbain, coupait le ruban adh\u00e9sif symbolisant le lancement de la campagne.<\/p>\n

La phase suivante a commenc\u00e9 : la mise en \u0153uvre qui permettra de \"combler le foss\u00e9\".<\/p>\n
