La loi fonci\u00e8re (telle qu'amend\u00e9e en 2010) d\u00e9crit le syst\u00e8me foncier mailo comme une forme de tenure qui permet de s\u00e9parer les droits de propri\u00e9t\u00e9 et les droits d'usage sur les terres de l'\u00c9tat.<\/p>\n<p>Le syst\u00e8me est confront\u00e9 \u00e0 des conflits d\u00e9coulant de la concurrence entre un propri\u00e9taire enregistr\u00e9 et un locataire, sachant qu'une grande partie de la terre est utilis\u00e9e dans le cadre d'une location paysanne (Kibanja).<\/p>\n<p>Dans le district de Kiboga, o\u00f9 les terres sont principalement d\u00e9tenues dans le cadre du r\u00e9gime foncier Mailo, des pratiques non durables de gestion des terres sont encore \u00e0 l'ordre du jour en raison de conflits r\u00e9sultant du fait que l'une ou l'autre des parties n'est pas totalement d'accord sur le niveau des droits relatifs \u00e0 cette m\u00eame parcelle de terre.<\/p>\n<p>L'UCOBAC, en \u00e9troite collaboration avec les autorit\u00e9s locales du district de Kiboga et gr\u00e2ce \u00e0 un financement de la GIZ, met actuellement en \u0153uvre le projet d'am\u00e9lioration de la gouvernance fonci\u00e8re en Ouganda (ILGU) dans cinq sous-comt\u00e9s du district de Kiboga.<\/p>\n<p>L'objectif principal de cette initiative est d'am\u00e9liorer la productivit\u00e9 des petits agriculteurs sur les terres priv\u00e9es de Mailo en harmonisant les relations entre les propri\u00e9taires et les locataires de ces terres.<\/p>","protected":false},"excerpt":{"rendered":"<p>Dans ce documentaire, l'UCOBAC recueille les exp\u00e9riences des locataires, des propri\u00e9taires et des fonctionnaires du district de Kiboga sur les terres priv\u00e9es mailo.
