Entrenched patriarchal norms and weak implementation are mutually reinforcing barriers to women’s land rights (WLR).
Discriminatory norms stifle and dissuade implementation, and a lack of implementation lends legitimacy to those who actively deny women their rights. Because of this, Social Norms and Behavior Change (SNBC) are a core and key component of any S4HL intervention.
