OVERVIEW

In Madagascar, although the national legal framework formally recognizes equality between women and men regarding land rights, their effective implementation remains largely insufficient. In rural areas in particular, customary norms and practices continue to limit women's access to land, inheritance, and land tenure security. The procedures for obtaining land titles or certificates remain complex, costly, and largely inaccessible to women, especially rural women, heads of households, or those in vulnerable situations. This land insecurity undermines their economic autonomy, increases their exposure to land conflicts, and limits their capacity to cope with the effects of climate change, even though they play a central role in agricultural production and natural resource management.

Faced with these challenges, the Stand for Her Land (S4HL) Madagascar coalition aims to bridge the gap between law and practice by strengthening the effective implementation of women's land rights. It works through collective and coordinated advocacy, capacity building for civil society organizations, promotion of women's participation in land governance bodies, and awareness-raising among communities and local authorities. S4HL Madagascar also intends to provide concrete support for women's land tenure security by facilitating access to proof of land rights and promoting local best practices, thereby making land a lever for gender equality, resilience, and sustainable development.

Transform discriminatory social norms and customary practices that limit women’s access to land, inheritance, land tenure security, and control over land resources.

Strengthen the effectiveness of women’s land rights by improving the implementation of existing laws and policies, particularly at the local and rural levels, to reduce the gap between formal law and actual practices.

Facilitate women’s access to land tenure security and land justice by removing economic, institutional, and informational barriers related to obtaining land titles or certificates and resolving land disputes.
